WRH  COMMENTS:   OKay, this story is total BS, and given that the sory is coming from the same sources that insisted Saddam had 'nookular' weapons, the burden of proof is on their side. However, let me just point out a couple facts.       1.While the Uranium and Plutonium used in warheads have long half-lives, the explosives used to start the process do not. After 20 years, a nuclear warhead must be rebuilt and the explosives replaced. In the case of the Plutonium implosion device, is just one detonator fails to ignite exactly in synch with all the others, the uniform compression needed for efficient detonation will not occur.         2. For boosted multi-stage weapons, the real problem is Tritium, which has a half life of just 12 years, and worse, decays into Helium 3, which actually inhibits nuclear fission by absorbing neutrons.

Any bombs hidden inside the US since the cold war are not likely to produce all that big an explosion.

Foul play in the Great Game          Asia Times
The summit meeting of the Shanghai Cooperation Organization (SCO) held in Astana on July 5-6 draws attention to the rivalries in Central Asia (CA).        The SCO's called on the US for a deadline on its military presence, which Washington tried to deflect by claiming bilateral agreements with Uzbekistan and Kyrgyzstan.   Then Uzbekistan clarified that there was no future for the US operations other than anti-terrorism.      Kyrgyzstan then said “We are members of the SCO and there is a time limit for everybody who comes to stay somewhere.”     Kyrgyzstan noted that the Afghan situation there had stabilized, and it is time to discuss US military force withdrawal.

The "dialogue" between Washington and the CA capitals is indeed becoming curiouser and curiouser. The "Tulip" revolution in Kyrgyzstan was supposed to have been Washington's finest hour in Central Asia, with Bush calling it inspirational.  Moscow is overjoyed with Bakiyev's victory, while Bush’s best hope lies in it’s demise.

How could US prestige and influence have plummeted in Central Asia in such a short time-span (October 2001)?   Even the formerly friendly Uzbekistan and Kyrgyzstan are disillusioned.

The ideal (of resolving conflicts within and between the peoples in the region) took a back seat in the Bush’s global aspirations – and so failed to address the pressing demands of these transitional economies.    US prestige and influence in CA peaked under Clinton and the ease with which Bush squandered such enormous goodwill is appalling.    

It was with the "Rose" revolution in Georgia in December 2003 that Bush’s desire for regional dominance came into full view.    After Moscow and Washington cooperated in easing the transfer of power from Shevardnadze to Saakashvili, Washington then compartmentalized relationships with Russia.    Shevardnadze  was an icon, a tough veteran of Kremlin politics, and his fall sent shockwaves through Central Asia.   Worse still, the manner in which Washington rubbished its old "Shevvy",  was for CA leaders an example of the nature of American friendships.     With CA leaderships now migrating away from the US and closer to Russia and China, the US pushed for "regime changes," which failed in both Kyrgyzstan and Uzbekistan.  There are indications are that a review of American policy toward Central Asia is underway in Washington.

China: Why Revalue when you can go on a Shopping Spree Instead?

China is beginning to use their substantial foreign exchange reserves toward the purchase of leading natural resource companies.     China generates over one-sixth of the overall current account surplus of emerging market economies this year.   It has foreign currency reserves almost as big as one year's worth of imports, and so is well-placed to underwrite deals like Unocal.

CNOOC is ostensibly an entity independent from the government, but its attempted $20bn takeover of Unocal is largely being funded from government loans. 

Last year Sinopec was eyeing a major investment in Alberta's oil sands and Canadian authorities welcomed the deal.   Petrochina has also had discussions with the Canadian Oil Sands Trust to structure a long-term agreement to buy their synthetic crude.   In addition, China's recent deals with both Kazakhstan (pertaining to Caspian energy) and Iran (pertaining to Persian Gulf resources) signify a broader strategic base.  Recall last year's signing of a mega-natural gas deal between Beijing and Tehran worth over $100 billion.

Neither Beijing nor Washington will accept import dependence for so vital a commodity as oil.   With the ultimate aim of achieving energy security, China's acquisition strategy is economic and America's is militaristic (bucks versus bullets).   China's increasing need for oil reserves comes while Middle East are becoming unreliable.   Simultaneously, Yukos abruptly halted crude oil shipments to Petrochina after its CEO was arrested. 

The CNOOC-Unocal deal is fraught with trouble, approval by congress and the timeframes involved both favour the Chevron bid, although the higher CNOOC price is attractive.   But, ExxonMobil's CEO noted if Congress should kill the CNOOC bid, it would be a precedent to prevent US companies from buying assets in a foreign country.   "In general, owning foreign oil reserves does not increase energy security - CNOOC could not insist on shipping Unocal's US oil off to China.   But energy security could be enhanced by entering into long-term supply contracts, and by building up an oil stockpile

As long as Western based firms are willing to accept US dollars, the shift in Chinese portfolio preferences from dollars to assets, would not collapse the US dollar.  Spending its substantial dollar foreign exchange holdings on natural resource companies is a very wise strategy.   However high the prices paid for some of these assets, as a strategy it certainly appears to make more sense than recycling money back into US treasuries, where the risk of capital loss mounts every day.

TOOL TO TEST CD-R DISKS

Long time readers will recall that the issue of CD-R longevity thrust itself upon me a while back when archives of my wife's music from 5 years ago turned out to have erased themselves.

To recap, there are three dyes used in CD-Rs. Cyanine, Azo, and Phthalocyanine. Phthalocyanine.is the longest lasting, Cyanine is the least. CD-Rs made with Cyanine can lose the data saved on them in just 2 years.

Finding out which dye is used on any given brand of CD-R can be tricky. I purchased some Maxell CD-Rpro, which on the label and on Maxell's website promise a 100 year lifespan. But, on opening the package, the disks look like they are Cyanine. Granted, color cannot always tell you what the disk is made with, since manufacturers often add their own coloration, but still, I was suspicious.

So, I discovered the tool at the end of this link. It reads the ATIP track pre-written onto blank CD-Rs that holds information the burner needs to work with a given disk and decodes it to tell you where the disk is from, who really made it, and most important, what dye is used on it. No surprise, the supposed 100 year Maxells are made with Cyanine dye. BIG surprise, the el cheapo COMP USA disks turned out to be using Phthalocyanine dye, the most stable and long lasting, as are the Philips I got at 50 disks for just $15 at Office Depot.

So, if you are concerned about longevity in CD-Rs, you just might want to grab this little tool.

Emily prompts storm alerts in east Caribbean

Emily, the fifth tropical storm or hurricane of the busy Atlantic season, formed late on Monday.   Sustained winds had grown to 50 mph (80 kph) and the storm was moving to the west at about 20 mph (32 kph).      Forecasters said Emily could reach hurricane strength, with 74 mph (119 kph) winds, by the time it reaches the Windward Islands

The right-hand one was taken in February 2004 and looks pretty normal. The one on the left was taken in February this year. Virtually all the fields are gone and the topsoil has crumbled away to dust. Since this second picture was taken no rain has fallen at all. Over much of Portugal, there has been NO RAIN AT ALL SINCE LAST NOVEMBER. Many millions of fish have died as rivers have ceased to exist.
